Job Purpose:
To support the Accountants and Principal Accountant in delivering high-quality financial services. This includes providing management accounting information, assisting in the production of Statutory Accounts, budget preparation, treasury management, and the completion of financial returns.
Principal Responsibilities:
- Budget Preparation - Assist in the preparation of estimates and budgets following guidelines and timetable to support the Accountants and Principal Accountant.
- Financial Management - Provide financial management and monitoring information to budget managers. Support them in effectively managing their budgets in line with reporting schedules.
- Statutory Accounts - Assist in preparing elements of the Statutory Accounts and provide necessary information to Auditors in accordance with year-end plans.
- Financial Returns - Complete statutory and non-statutory returns (including VAT, other tax returns, and Freedom of Information requests) for stakeholders. Maintain data for transparency and performance indicators and manage NFI queries.
- Financial Training & Advice - Provide financial training and advice on systems, controls, and procedures to improve financial management standards and ensure efficient financial activities.
- Representation - Represent the Finance Department at internal meetings with senior officers and external meetings with service providers and partners to ensure financial implications are considered.
- Team Leadership - Provide leadership and guidance to finance team members in line with the team structure.
- Cash Flow & Treasury - Assist in preparing cash flow forecasts, managing cash, and handling other treasury activities in collaboration with the treasury management provider.
- Internal Audit Support - Support Internal Auditors in accordance with the Internal Audit Programme.
- Asset Register - Maintain the Authority's asset register, ensuring it reflects the most up-to-date information.
- Financial Risk Register - Maintain the financial risk register, ensuring it is updated with the latest identified financial risks.
- P11d Tax Returns - Manage the Authority staff members' P11d tax returns, completing and filing them as per HMRC requirements and deadlines.
- Business Continuity - Maintain the Finance Department's Business Continuity Plan and represent the department in the Corporate Business Continuity group.
- Financial Systems - Work with the Finance and ICT teams to ensure that the financial ledger system and its associated modules are functioning effectively.
